<p>The United States Congress does not suffer from a lack of insiders. Instead, it lacks imagination rooted in the lived experiences of everyday people. For too long, policymaking has centered on corporate interests, political convenience, and systems that benefit the few while harming many. District 30 has a history of dynamic servant-leaders who actively worked for the people. The late Congresswoman Eddie Bernice Johnson served the people with conscience, and Congresswoman Jasmine Crockett continues the noble fight for the most vulnerable. I will extend the legacy of championing the people's cause, doing what I have always done, but adding the political podium to the prophetic pulpit. I will fight for you. District 30 deserves a representative who brings an outside vision—one shaped not by lobbyist talking points but by listening to and serving with working people, organizing on the ground, standing up to economic predators, marching and mobilizing for justice, confronting and combating environmental injustice, and fighting for educational justice fueled by a love for and belief in humanity that crafts policies for all to thrive.</p>

Frederick Douglass Haynes III, Ph.D., a faith-rooted servant leader and senior pastor, community advocate, and coalition-builder committed to justice, opportunity, accountability, and the people.</h5><p>For more than four decades, I have served Dallas as Senior Pastor of Friendship-West Baptist Church, helping grow a small congregation of fewer than 100 members into more than 13,000, making it one of the most influential faith-based institutions not only in North Texas but also in the country. Friendship-West is not only a place of worship but also a hub for civic engagement, economic empowerment, voter education, workforce development, and social change. We don’t just preach hope, we organize it, fund it, and put it to work through action that transforms lives and strengthens our community.</p><p>From the neighborhood block to policy conversations, I have partnered with leaders at every level of government to fight predatory lending, protect civil and voting rights, expand opportunity for working families, and invest in our young people. My work has focused on delivering real results for individuals and working families, launching programs that paid and trained youth, investing millions in education, and demanding accountability from institutions that impact our lives. I have partnered with local, state, and national leaders to combat predatory lending, protect voting rights, address domestic violence, and confront economic inequity. </p><p></p><p></p><p>Through collaboration with the Center for Responsible Lending, we challenged exploitative financial practices harming working families. Through advocacy and organizing, we have held institutions accountable and pushed for policies that serve the public good.</p><p>During the Obama administration, I was invited to the White House to provide input on economic justice, civil rights, and voting access. I was honored to receive national recognition for founding the THRIVE Intern and Leadership Program, which has provided young people with paid employment, job training, and leadership development, investing in talent, dignity, and the future of our communities.</p><p>Education is essential to sustainable progress. As a lifelong learner and educator, I have earned degrees from Bishop College, Southwestern Baptist Theological Seminary, the Graduate Theological Foundation, and Christian Theological Seminary. Under my leadership, Friendship-West has invested more than $3 million in Historically Black Colleges and Universities and in students from across the Dallas community attending colleges and universities nationwide because access to education fuels economic mobility and strengthens civic participation.</p><p>I serve in leadership roles with organizations committed to social progress and democratic engagement, including the Samuel DeWitt Proctor Conference, the Conference of National Black Churches, the National Action Network, and the IC3 Church Conference. I also serve on the Board of Trustees of Paul Quinn College, an HBCU that models innovation, accountability, and community-centered leadership.</p><p>I am a proud husband, father, son, brother, uncle, and nephew. My family keeps me grounded in the values of responsibility, compassion, and accountability that guide how I lead and serve. This campaign is about people over politics, service over slogans, and results over rhetoric. I believe leadership means listening, building coalitions, and acting with courage. Leadership matters, and my life’s work has prepared me to lead with courage and a relentless commitment to the people. I am ready to serve because our community deserves leadership that shows up and delivers.</p>

<p>My activism against the payday and car title loan industry reflects a clear value:</p><p><strong>no one should be trapped in cycles of debt simply because they are poor.</strong> These</p><p>industries extract wealth from communities that are already underbanked and stripped</p><p>of opportunity, disproportionately targeting Black, Brown, and neglected neighborhoods.</p>

<p>My commitment to Government Accountability is rooted in faith--but not in proselytizing or imposing belief. It is rooted in a justice ethic that insists power must answer to the people it serves. Across traditions and worldviews, there is a shared moral understanding that leadership without accountability becomes exploitation, and authority without ethics becomes abuse. That conviction shapes how I will govern. Faith, for me, demands honesty over hype, responsibility over rhetoric, ethical values over ethnic attacks and scapegoating, and justice over division. It requires naming corruption clearly--and refusing to distract from it through fear, name-calling, and political gaslighting.</p>

In the words of Reverend Jesse Jackson, we can transform this battleground into higher ground if we learn to seek common ground. Demonizing and demagogy should give way to dialogue, which births creative thinking to solve our very real problems. My commitment is simple: to bring faith-inspired courage into policymaking while fully honoring the constitutional promise of religious freedom for all. This is not about preaching from the house floor. It is about legislating with conscience, integrity, and an unwavering commitment to justice.</p>

<h2>A Shared Moral Ground</h2>

<p>In Congress, I will fight for policies that:</p><ul><li><p style="text-align: left;">Cap interest rates nationally and close loopholes that allow predatory lenders to</p></li><li><p style="text-align: left;">exploit vulnerable borrowers.</p></li><li><p style="text-align: left;">Strengthen consumer protections and enforce fair lending laws.</p></li><li><p style="text-align: left;">Expand Access to affordable housing, childcare, healthcare, and paid family leave.</p></li><li><p style="text-align: left;">Support wage growth tied to the real cost of living, not outdated benchmarks.</p></li><li><p style="text-align: left;">Invest in wealth-building opportunities, including home ownership, small business development, and student debt relief.</p></li><li><p style="text-align: left;">Economic security must be treated as a public good — not a privilege reserved for those with generational wealth.</p></li></ul>

<p>Scripture and moral philosophy alike insist that those entrusted with power must</p><p>be held to higher standards. <p>Development should not displace communities — it should strengthen them. <p>My faith informs my values--but it does not dictate anyone else's beliefs. In a pluralistic democracy, faith should never be used as a weapon, a wedge, or a tool for proselytizing. Instead, faith at its best offers a moral framework that calls us toward justice, dignity, care for one another, and the valuing of all.</p><p>As a person of faith, I am guided by values rooted in fairness, compassion, and accountability — values that translate naturally into public policy without requiring religious conformity. These are not sectarian ideals; they are democratic ones. Across faith traditions--and even among those who claim no religious affiliation--there is broad agreement that:</p><ul><li><p>People should not be exploited because they are poor.</p></li><li><p>Children deserve safe schools and real opportunities.</p></li><li><p>Communities should not be poisoned for profit.</p></li><li><p>Workers deserve dignity, fair wages, and security.</p></li><li><p>Government should protect the vulnerable, not empower predatory systems.</p></li><li><p>No one should be othered or discriminated against because of who they are and how they were created.</p></li></ul><p>My faith values will fight to ensure that justice shapes politics. My sense of justice involves crafting policies that heal the harmed and close the gap between a vision of a nation characterized by liberty, possibility, and harmony, and the reality of brokenness, violence, vulnerability, a hierarchy of value, fear, and the lack of opportunity.</p>

<h2>Faith, Freedom, and Justice: Values Without Imposition</h2>

<p>Coming from outside the political establishment allows me to bring clarity and courage to Congress. My activism confronting economic predators, environmental racism, Injustice in the criminal justice system, and educational inequity reflects a consistent ethic: power must be challenged when it harms, not protected when it profits. Power must be used to serve, especially “the least of these.”</p><p>This is what it means to bring an outside vision into the house:</p><ul><li><p>Governing with conscience.</p></li><li><p>Legislating with integrity.</p></li><li><p>Holding power accountable without fear or favoritism.</p></li><li><p>Bringing the voices of the people to the people&amp;#39;s house.</p></li></ul>

<h2>An Outside Vision for Inside Reform</h2>

<p>Environmental injustice is not accidental — it is the result of policy choices.</p><p>Archaic and racist zoning laws have placed landfills, industrial plants, and polluting</p><p>facilities next to Black, Brown, and neglected communities, leading to higher rates of</p><p>asthma, cancer, and chronic illness.</p>

<h2>Environmental Justice: Confronting Racism in Policy and Practice</h2>

<p>In Congress, I will pursue concrete reforms that translate moral conviction into enforceable policy.</p><ol><li><p><strong>End dark money and restore campaign transparency.</strong></p><ul><li><p>Close loopholes for super PACs and nonprofit political spending that allow corporate interests to hide influence.</p></li></ul><p>Democracy functions best in the light--not in secrecy and us not be for sale to the highest bidders.</p><p></p></li><li><p><strong>Limit corporate lobbying and revolving door corruption.</strong></p><ul><li><p>Ban former members of Congress and senior staff from lobbying for a minimum of five years after leaving office.</p></li><li><p>Prohibit lobbyists from fundraising for the members they lobby.</p></li><li><p>Require public disclosure of all meetings between lawmakers and registered lobbyists.</p></li></ul><p>Public policy should be written by elected officials accountable to voters, not purchased by special interests.</p><p></p></li><li><p><strong>Strengthen Congressional Ethics and Oversight</strong></p><ul><li><p>Create an independent office of congressional ethics with enforcement authority, not merely advisory power.</p></li><li><p>Establish mandatory ethics training and more substantial penalties for violations.</p></li><li><p>End the practice of self-policing by congressional bodies.</p></li></ul><p>Accountability must be enforceable to be meaningful.</p><p></p></li><li><p><strong>Ban Stock Trading and Conflicts of Interest</strong></p><ul><li><p>Support legislation prohibiting members of Congress and their immediate families from trading individual stocks while in office.</p></li><li><p>Require blind trusts or divestment from industries directly affected by committee assignments.</p></li><li><p>Expand disclosure requirements for financial interest.</p></li></ul><p></p></li><li><p><strong>Protect Communities from Corporate Harm</strong></p><ul><li><p>Strengthen federal enforcement against predatory financial practices, especially payday and car title lending.</p></li><li><p>Expand environmental justice protections for communities harmed by polluters.</p></li><li><p>Ensure corporations benefiting from federal contracts meet labor, environmental, and ethical standards.</p></li></ul><p>Justice requires that profit never come at the expense of people's lives or dignity.</p></li></ol>

<h2>Legislative Agenda for Ethical Accountability and Public Trust</h2>

<p>Economic security is not merely about having just enough to survive—it is about</p><p>whether families can cover their daily expenses, save for retirement and their children’s</p><p>futures, and manage setbacks without being pushed into crisis. The True Cost of</p><p>Economic Security, developed by the Urban Institute, reminds us that real-life costs and</p><p>resources for housing, food, health care, childcare, transportation, and savings and debt</p><p>repayment must be included in measuring economic security. In District 30, as in too</p><p>many districts across the country, families are one emergency away from financial</p><p>collapse. That reality is compounded by predatory industries that profit from</p><p>desperation.</p>

District 30 deserves a representative who understands struggle not as a statistic, but as lived reality — and who will fight to make Congress work for everyday people.</p><p style="text-align: center;"><strong>“We outside.” And it's time to bring that vision into the House."</strong></p>

<p>In today's political climate, ethical accountability is too often replaced by ethnic scapegoating. Rather than confront corruption or policy failure, some leaders redirect their anger toward immigrants, black and brown communities, or religious and cultural others. This tactic divides working people while allowing powerful interests to operate unchecked. My faith compels me to reject that politics completely. Justice-centered governance names the real sources of harm--unchecked greed, weak oversight, and captured institutions--and works to repair them.</p>

<h2>Ethics over Ethnic Division</h2>

<p>In Congress, my faith values will shape how I govern--not who I govern.</p><p>They will guide me to:</p><ul><li><p>Center the voices of those most impacted by injustice</p></li><li><p> Hold powerful interests accountable</p></li><li><p>Craft policies that repair harm rather than deepen it.</p></li><li><p>Build coalitions across lines of belief, race, class, and party.</p></li></ul><p>Justice is not about belief enforcement—it is about public responsibility.</p>

<h2>Justice-Oriented Governance</h2>

<p>My activism—whether confronting predatory lending, challenging environmental</p><p>racism, confronting an unjust criminal justice system, or fighting for educational</p><p>justice- has always been rooted in a moral conviction that systems should serve</p><p>people, not prey on them. That conviction comes from faith, but its expression is</p><p>public, inclusive, and grounded in universal principles of justice and human dignity.</p><p>I reject the use of religion to:</p><ul><li><p>Control personal choices</p></li><li><p>Exclude or marginalize communities</p></li><li><p>Undermine democracy</p></li><li><p>Justify inequality or harm</p></li></ul><p>Instead, faith should push us to ask more complex questions of power, profit, and</p><p>policy.</p>

<h2>Faith as a Moral Lens, not a Political Tool</h2>

<p>The gerrymandered redistricting of District 30 removed key economic engines,</p><p>weakening access to jobs, investment, and infrastructure. This was not</p><p>accidental—it was political, and it has had real consequences for working families</p><p>and small businesses.</p>
